Town Management and the Governmental Process
The Town of Andover has an open town meeting form of government. Citizens have the ability to be involved in every aspect of every major decision in town through the annual open town meeting. For this process to be a viable method of government it is necessary to provide complete transparency of all aspects of the town's operations. It is the goal of this website to provide residents with clear explanations of the many decisions that the Town Management, Board of Selectmen, and the School Committee, and the Finance Committee bring before Town Meeting and suggest alternative solutions that for residents to consider when making fully informed voting decisions at Town Meeting.
Board of Selectmen and School Committee
These officials are elected to serve the residents of the town in the capacity of rendering day-to-day decisions by overseeing the Town Manager's and the Superintendent of School's operational decisions and thereby ensuring that the management process reflects the desires of the town's residents. Residents have the opportunity to replace members of these boards who each serve overlapping three year terms at the annual town election. Town Of Andover.Com will keep residents informed of the actions and policies of the Board of Selectmen throughout the term of each member to better aid residents in the decision process at each election cycle. We hope, in this way, to keep the focus on all decisions and trends of each board member.
The Finance Committee
The Finance Committee is an integral part of the ongoing fiscal process of the town's operations. It is important that the members of the Finance Committee have a clear understanding of not only the town's finances and its processes, but also of external events, economic trends and policies that will affect the current as well as the future finances of the town as well as financial concepts. In today's volatile economic environment the town must depend on the Finance Committee to be informed on topics such as state and federal tax law changes and their potential affect on town financing and planning decisions. We depend on the Finance Committee to have the foresight to avoid financial crises through prudent fiscal management and financial decision making.
